It goes from Brooklyn to Queens, as mentioned. I imagine the name is because goes around the southern ends of the 2 boroughs, like a "belt" that goes around your pants' waist. On an early morning driving by the Verazzano bridge, if you catch it when it's not congested, it's an ok run - at least for a short while, but like most roads and highways in and around NYC, the roads are narrow and there are many driver who are incredibly rude and as mentioned, downright dangerous. The tailgaters and lane changers are the ones to be very wary of. Kinda takes some of the fun out of driving.
