In Seattle there is no reason to run dedicated winter tires, so most people run all-season. We just don't get enough snow on the ground to justify it. Now if I lived in a very snowy region (ie Quebec, Upstate NY) I would definitely have a set of snow tires and a set of summer tires.
Some places say this video is from Portland - so I am not sure which city it is really from
