I did a quick and dirty conversion of the Canadian l/100 km figures to gal./mil for both the 2.0 and the 3.0 models. Then, I did a comparative ratio with the known factors to calculate the figures for the EPA ratings. I came up with 18.4/25.8. I'm sure those will be rounded down to 18/25.

While both are basically the same 3.0 engine the Q5 application is detuned to lower HP and Torque. Could this lead to it having better gas mileage?

No, just because one iteration of the engine is capable of generating more peak power than the other, required HP in order to sustain cruising speed is a function of weight, aerodynamics, gearing and rolling resistance. That's why people who have an ECU "tune" (eg Stasis, Apr) report no change in fuel economy, all things being equal.
