Wind shield wiper issue

Wind shield wiper issue
This weird thing happens to me 3 times in last a few weeks:
When on the road I pull the stalk toward me and try to splash and wash the windshield, the front windshield wiper does not move at all and no water comes out, instead the rear wiper moves (without water).
All other functions controlled by the stalk seem to be normal, the problem goes away after ~10 minutes.
I don't know how to replay this problem. It is random. Anybody else run into similar issue? please advise. Thank you.
