4.2L Whistle/Turbo Whine noise. Normal?

Hi all,
I have an '08 4.2L w/9K miles. I hear a blown turbo whine / whistle noise from my engine from 1800RPM upwards. I only hear it in a parking garage or when I'm in a city surrounded by buildings (noise bouncing off of walls?) and the windows are rolled down. It sounds like a dentist drill and increases w/RPM.
Since it's warming up I hear it more now that the windows are down more often. It makes the car sound cheap.
My dealer told me this is normal, and they hear in other 4.2L as well. I don't have another 4.2L to compare.
Is this truly normal?

...1800RPM to about 25000RPM. When I accelerate past that the proper engine noise overwhelms the whining noise.

I have had other vehicles in the past that have done this very same thing - mostly Chevys and Fords. First gear in those vehicles was hardened with very fine cut teeth to support the stress while accelerating whith a big load.
