Pads and rotors questions

Just had my 25K mi. service. The dealer said that my brake pads were down to 20% and my rotors would also need to be replaced. They didn't have the parts in stock, but when they got them, it was going to cost $1700.
I drove away from the service and sure enough, the "replace brake pads" indicator came on. My questions are these:
Doesn't 25K miles seem a little early for brakes to be worn out?
Do I have to completely replace my rotors when I have no pulsing at the pedal?
Doesn't this sound expensive?
Should I go somewhere else other than the dealer?

I only got about 22,000 miles on the brakes on my A6. The Q7 is very heavy, and that takes a toll on the brakes. I don't expect mine to last more than 20K. Heck, where do you think all that brake dust comes from? ;-)

I was lucky enough to get this for free by ordering early enough. But if I have to shell out $1700 for new rotors and pads at 25K I will be extremely unhappy. It's ridiculous for even the pads to be worn out after only 25K miles. But the rotors should last at least 60K miles. I've never had to replace rotors before then (except the one time when my wife forgot to tell me that her pad indicator was on and she grooved them up pretty badly).

If I remember right, the general consensus was replace the rotors. In reality I'd want to check the thickness first against original and make sure they really needed to be replaced.
But at $1700 for a simple pad and rotor change, I'd also be looking for an independent shop and sourcing the parts myself.
I'm sure it's a multi-pad setup, but that's still outrageous; changing pads and rotors isn't that labor intensive. Book probably says 4-6hrs, when it's really an 1-1:30 job MAX.
