I am in Northern California and I am sure the highway patrol don't use K band radar gun. It's Ka or laser. There are k band radar at highway construction area and school zone and some small town cop. May be the cops in your town are too poor to afford new radar gun.

POP Instructions
Uberwgn is correct...deactivating POP mode will make V1 compatible with Q7 side detection. Here's a link: http://valentineone.com/Lab/TechReport3.asp
POP is notoriously imperfect and not widely used...I've only had it go off once, and I was stopped and given a warning for going 67 in a 35...I was probably really going 40. Officer knew he couldn't write a ticket based on POP.
