Turbo oil seal symptoms?

I have a K-24 turbo that still quickly spools up to 10 psi boost. I'm starting to use oil at 1000 miles per quart. I had the head done 10k miles ago so I don't think it is the valve seals. What is the symptom if the turbo seals are bad versus piston rings?

Is the rebuild of the K-26 similar to the K-24? Are the oil seals the same?
