You can put a zip tie on his drive shaft so it makes an annoying slapping noise when he drives.
You have to leave the zip tie tail long so it slaps the surrounding area. He will chase his @ss for a couple of hours trying to find that. Its relatively easy, any harmless.

Well, it's not harmless but........
slab of limburger cheese placed on the intake manifold, the smell will linger to the interior worse than any skunk, and will not go away as it will adhere to the fabric and the vents.
Because of statue of limitations, and other legal clauses, let me just say this idea sent a Chevy Chevette to an early visit to the scrapyard.

Chicken Milk Bomb is a little extreme for this infraction...
as are most of the other "pranks" I have in my repertoire. Do you have a garden hose? If so I would soak his driveway every night about 12am so it stays icy as hell for the next couple weeks.
