This what they were using to justify citing me for the windows on my topper, as that is considered a back window. Not really sure how though, my rear slider is solar glass with no tint, the rear window on the topper is also solar glass with no tint. I have seen though that if the fronts are light and rears dark they will let it slide as they wash each other out.

...but I believe you are incorrect when you state that window tint is not a primary offense.
I have read through CRS 42-4-227 several times and I see no mention of this being described as a secondary offense. Please correct me if I am mistaken.
I now that there are secondary offense items such as 42-4-237 Safety Belt Systems, that specifically state No driver in a motor vehicle shall be cited for a violation of subsection (2) of this section unless such driver was stopped by a law enforcement officer for an alleged violation of articles 1 to 4 of this title other than a violation of this section

It is not a primary offense for a stop, however, some dept's (Brighton, Commerce City, Denver Dist. 1, 2, 5, and Adams County) use it like profiling to make a stop but will then use it to write a citation if they find nothing else. This comes straight from both a Brighton and Denver officer.
