"Impeding traffic" has been on the books for years. The new statute tightened up the offense/fines.
Several years back, a friend's son was ticketed by a Statie for impeding traffic on I25 northbound between Monument and Castle Rock.
FWIW, I frequently get the finger, light flashes, fist shakes, etc for legally passsing other drivers. You REALLY want to get their wrath, do it on a 2-lane. Even in a LEGAL passing zone, you get the crusties from people.
Sometimes I feel they think you may be endangering them because they can't imagine that you could safely pass, based solely on their belief that THEIR slow-*** piece of crap SUV couldn't possibly do such a thing.
