Oops, I thought you misspelled drop, which you didn't . You were saying droop. My Bad!
I agree that the suspension has to be loaded, weight of the car on the bushings before you tighten the lower shock mounts.

but reread what RS4saloondrivr said - he said it better than I - it's not the load that's important, it's the relative position of the components.

I generally avoid placing load on the suspension until everything is properly torqued
Your best bet is to do as Europa described - while the car is in the air (on a lift or jackstands) use a jack to bring the assembly to ride-height and then tighten.
