is that an electrical connection at the solenoid that you disconnected?

No, vacuum. Reportedly it's ECU-controlled, opening @>5000rpm or >200km/hr.

so, you have a vacuum line disconnected and plugged?

Default Not quite: I removed the butterfly to improve flow & trick the ECU into thinking things are OK

The selenoid (and butterfly) is normally closed, so if you remove the vacuum line, the valve stays closed.

i'm thinking you don't want to have that removed vacuum line left open. hopefully it's not and is capped off or plugged.

The vacuum line is still powering the selenoid, but there's no butterfly connected to it anymore.

Default as i've come to find out

vacuum operated, when vacuum pressure is high enough(high engine speeds) the solenoid and valve open.

makes me wonder how the ECU supposedly figures in.

remember the air cleaners on top of carbureted engines which had a butterfly valve which was vacuum operated monitoring air flow, especially during cold engine operation? they wouldn't open fully until engine was warm, thus providing a richer mixture for warmup. this is obviously a different animal and different purpose.

There's a solenoid to operate the vacuum valve which is ECU controlled
