Armor All== f##king s##t. Streaks are still on my seats, dash, and side panels! Is this normal?

then wipe off the armor all. It will come off. If it doesn't, please post a picture of what you used, as it isn't the stuff I've seen before.
Once you've removed all of the material, go to a Boys of Pep and get Lexol, order some Zaino online, or use something else. Buy both a leather CLEANER and a leather CONDITIONER. The cleaner will get off whatever Armor All was left after using the damp towel. Then condition the leather.
And throw out those stupid wipes!

Like V8 Blitz said, start over. Go get a good leather cleaner at the store tomorrow. Just be prepared to do a few rounds of it (apply with damp sponge, wait, buff out). You can get Lexol at Autozone/NAPA like places. I'd suggest you get their cleaner. Should do the trick. Sorry to hear this is still stuck.
Upside is the Lexol smells pretty good. Just make sure you use the conditioner after the cleaner, it will help prevent your leather from cracking/creasing as it ages. Good luck.
