In MD in order to get a ticket for running a red light, two pictures are taken: one as you enter the intersection and the other while you are in the intersection. The light must be red in both cases before a ticket is issued. The only successful defense I'm aware of is if you can prove that the amber light stays on for less than 3 seconds. At least that's how long it's supposed to stay on in MD.
