M3 has gas guzzler tax so I would guess yes

I think you are refering to what is called "luxury tax" which was suspended this year.

I think EPA city mileage will be at least as good as S8 & S6 (15-16 mpg)

Gas guzzler tax is different and still in effect. Flat tax applies to S6 and S8

Yes. S8 hit with $1300, S6 with $2100. I guess it depends on the mileage.

12.1 MPG city
24 MPG highway
(taken from Auto Week review)

Default Hmm, I used to have a Dodge Ram 2500 with the V10 which cost me about 40K.

I didn't see this tax on that beast.
