E-code headlights simply have a different beam spread compared to North American DOT lights. European road signs are not reflective so the passenger side light has a very tall vertical beam spread to the right side of the road to illuminate signs. This also has the benefit of possibly alerting a driver to pedistrians and bicycles along the side of the road.
The driver's side lamp and the left-to-center portion of the passenger's lamp have a very sharp horizontal cut-off. The main reason for this sharp cut-off was to illuminate only the portion of road in front of the car. This sharp cutoff also allowed the use of higher wattage halogen lamps. Prior to xenon HID technology European lights often had/have 60-75W low beams compared to the 55W low beams common in the States.
Because of the higher wattage lamps (very hot), e-code housings were typically made with a metal reflector and a glass lens. While state-side DOT lights could be made with cheaper plastic parts. Prior to xenon technology, e-codes where a desirable upgrade because it allowed for the use of higher wattage lamps and therefore more light ouput. Putting higher wattage lamps in DOT plastic housings usually resulted in melting the housing. No one really cared that the beam spread was different, you simply had the ability to use higher wattage lamps without blinding on-coming traffic. And in my old GTI, the high-to-right beam spread would cause reflective road signs to damn near blind you in some cases.
Now with xenon projectors, we use the same 35W xenon lamp in both North America and Europe. It produces the same amount of light output in both configurations. The only difference is beam spread and how that light is controlled. In Europe, where there is a need to illuminate old non-relfective road signs the passenger side projector has a tall vertical spread to the right to help light signs. I suppose, although I have not confirmed, a sharper horizontal cut-off is used as well. DOT N.A. projectors have sharp hrizontal cut-off as well. Mainly, because it is possible to have a sharp cut-off with a projector. Don't believe me..take your projector out of your car and look at the metal beam spread tab inside the projector. It's a straight line that tapers to the right ever so slightly. Pretty damn 'sharp' when run through a projector. Wanna change to e-code, well find a euro tab and swap it out. Bam..instant e-code.
I suppose the tuner crowd has carried over this e-code-is-better philosophy from the the old eighties and early nineties halogen e-code days without thinking. But if $1,400 sounds like a good deal for clear corners and a different beam spread, then by all means add those puppies to your cart. Me, I am perfectly happy with my DOT North American xenons. Honestly, does anyone with factory xenons have a problem with their lighting?

ECE (ecode) beam pattern doesn't send light to the "bottom part" because light is not needed there as this area is right under the bumper and is not visible from the driver's seat.
ECE also provides wider (left and righ) beam pattern whereas DOT appears to be more centre weighted.

I love my coverage.
On my 98'A4 I added driving lights - where fogs are on the 99's (In 98 and earlier the fogs are part of the light module) It helped a lot.
