If Flashing a car up ahead to notify them, or bring your faster car to their attention is "harrassing" then you might want to narrow down your definition of the term. Otherwise, you must feel bombarded by the "harrassment" of your alarm clock in the morning, the banner ads on many of these forums and pages, and just about anything outside of your door.
None of us here will ride your *** for 37 miles while you so righteously block the passing lane. We'll simply move around you when the non-passing lane to your right opens up. But prior to getting very close to your sacred rear bumper, we WILL let you know that someone able to recognize a difference in speed is coming up on you. That's the Flash you consider such an annoying dictate. Some of us will do it twice - and after that, you're just an obstacle. A moving, unpredictable, often unstable one with Control issues, but still just an obstacle. With all of the consideration due any other object without the sense of reason or courtesy.

There are so many what ifs, take it case by case, and I sure will be able to see and understand a what if someone goes to the hospital situation!

Just a notification from the driver that they wish to pass.
No different than tapping someone on the shoulder in a crowded room that you'd like to get by.
