All other dimensions being equal, a 3 mm difference in diameter can have a very significant impact on the resulting spring rate. I don't know all the specific dimensions of these bars, but a 1" bar with an effective length of 48" and arm length of 12" would have a rate of about 165 while a 1.15" bar (about 3 mm larger) with all other dimensions being equal would have a rate of about 285. That's about a 75% increase in rate.
