Default HELP: coolant temp rises dramatically after shut down

Cheers everyone,

I believe something is very wrong with the thermostat but I am unsure. This problem has been occurring for a few weeks and has already resulted in one busted reservoir tank. Every time I turn the car off and then restart the motor a few minutes later, the coolant temp is a few pegs to the right of normal (way too hot). Basically the coolant fans never turn on. I fear the turbos are next and want to solve the problem asap.

I should also tell you that I recently replaced the coolant temperature sensors (the one behind the engine block, the green one; and the one that connects into the lower coolant tube on the passenger side) to no avail. Please offer me some help.

The car is going in for the 60k mile check-up pretty soon and is no longer under warranty. Considering they wanted to charge me $250 to replace the coolant sensor ($10 part which took maybe 10 minutes) I would like to fix this on my own. Than you so much for you help and happy new year.
