Instant-on = Cop sits and waits with his radar off. You are driving along and detect nothing. When he sees you, he switches it on to clock you. You suddenly detect a full-strength signal, but by then it's too late.
Only defense against it is driving in traffic and picking up signals as he zaps cars in front of you.
