It apears to be running pretty well. But like I said there
wa one run where at 120 he just blew by me. I didnt know it would be so fast up top. It was only that one run but I wonder what would happen if we took it up to 140+?
Also, my car compared to your friends similarly modded B6 S4, does he hav his cats? Tell him to remove them it makes a big difference. When I had cats I raced Damon's Avant... he has the same mods - both on stock wheels but he had straight pipes. We shifted into second at the same time, by the top of second he was just at my front bumper by the top of third he was 2 - 3 cars ahead of me.

Unfortunately there aren't many mods for an M3
That make much difference. I know this personally.
Chip, exhaust, intake = maybe 15-20hp if you lucky.
APart from that you would know about it.
I think a stock M3 woudld take you out. Can you run faster than 13.0 stock?
