In true pea soup fog, normal headlights will reflect back and obscure your view.
Bear in mind we are talking stuff you don't want to drive more than 5-10mph in, but when visibility is down to 10-20ft max the low fog lights allow you to see when your normal headlights will simply reflect back and leave you in a whiteout condition.
I have run into that kind of fog a couple of times when I was living in Utah where you almost had to open a car door and look down to see the painted lines to drive on a freeway. Fortunately it's not common stuff.

The fogs are low enough to not cause the reflection and does let you see
at least a little further. Fortunately I have never seen stuff like that here in Western WA and don't want to either. There are reasons I left Utah

I don't see my car when I'm driving it either, But, I like how it looks too........
Plus I would never see E-codes, exhaust, aftermarket wheels on my own car when I'm driving it, but I like how they look too and will probably end up with all of them.
