What are "city lights"? Do we have them in the US

If you purchase Euro housings from an aftermarket parts house, they have a small bulb tucked into the reflector area of the high beam that lights up on a circuit very similar to our parking lights. When you hit the first click of the headlight switch, instead of turning on the dash lights, parking lights, and side lamps, the Euro spec car lights up the dash, city lights, and side lamps.
The amber corner lamp in a Euro spec housing is a single filament bulb that is only used for turn signaling where ours are a dual filament bulb with a low wattage for parking lighting and a higher wattage for turn signaling.
I have read that in some European cities it is not legal to use headlights while in town and that they use the "city light" in it's place. Given the very low wattage of these bulbs, there must be a lot of street lighting available for this to be workable. I have no personal experience with driving where such regulations exist.
