What actually determines when a car is called stage 2 or stage 3

I think it was easier to determine w/ the B5 S4, whereas the lines are sort of blurry w/ the B6...
On the B5, a chip and filter would entail stage 1. An exhaust w/ the chip was stage 2. and full exhaust was stage 3? Turbo upgrades were stage 4 but I'm not sure then where intercooler and RS4 heads and injectors fit in. Some B5 guys may correct me somewhere. On the B6 it's weird. I guess it still is similar but you can only really get to stage 3, as of yet. An intake counts in there or falls within a category, I suppose. But I guess a chip, full exhaust and intake would be stage 3 right now? But then the CB is kind of vague, too.

Its pretty stupid, im not even sure who decided that intake full exhuast
and a chip was stage 3 but... thats all we have. The stages end at 3 with the S4's haha. When the supercharger is actually installed on a car it will become the new stage 3 and that will demote us current stage 3's to stage 2's or a 1 and 1/2. Or maybe jsut a 1 plus.
