Wheels wights / balancing...RS4-DTM reps...

how many wieghts on a wheel, to balance is normal ?
I'm having these 'issues' with my wheels/tires.
We're switching out the tires as soon as the Pirelli's come in.
I looked at the wheels yesterday and :
One wheels has NO weights on it.
Another has 2 -3 pieces of 1-3 chuncks of wieght.
Another has about an 8" strip of weights, right at the front edge, making this nice alloy wheel look Fugly...
The last one has 2-3 pieces of 3-4chunks of weights.
this just doesn't seem right to me.
the wheels shouldn't need this many weights on them to balance them.
Can the tires, if not made properly throw them off this much?
Or is it more likely the wheels were mis-cast ?
We'll find out soon I guess, but was curious what anyone here thought.

I know my HRE's w/ PS2's were only off by a little big about 1 or 2 weights on most of them and one needed none. My guess is if the rim is out and so is the tire then that could require that many. What kind of machine was used to do the balancing?

A good installer will rotate the tire as many times as needed to minimize the amount of weight added. Some just slap the tire on and add indicated weight. Wheel and tire could be seriously out of sync on the first try.

going back in on Friday am to work with the manager there and also to install a set of Pirelli PZero Nero's instead of the Falkens.
I talked to a few other 'tire' guys and the same thing was said about rotating the tire around instead of just slapping on wieghts. Trying it all before adding all those sticker weights...
