Yep! That pricing is for a set of 4.

Keep an eye out we should have 19's available in the near future!

The price for the 19's shouldn't be too much more than the 18's either.

Sure, many people either mount the euro plate holder then drill that to mount a US plate or they just zip tie the US plate to the front of the grill through the mesh.
