I have a friend at work that has a 1999 Cobra SVT. Did not live up to billing, under specs. He had to take it back to dealer get it back to manufactures specs.

Yup.. gives us a slight break with the rating. It's probably more marketing since it's the "cool" thing to do these days.
Think GTR, new Mustang 5.0, etc... seems like all these new cars are coming out underrated. Better than the old days of overrated cars... RX-8 (or anything Mazda for that matter) comes to mind.

confused- your 2nd comment, i think, is what i said.
How is horsepower peak across an entire rpm range, when hp is a function of torque and rpm?
I know could be possible by controlling the boost to alter torrque and make the hp curve be absolutely flat, but we've all seen the curves, and the hp curve peaks at a single rpm point.......

Car manufacturers have been underrating their performance cars for many yrs now. AFAIK, certain countries impose higher fees or taxes on higher-HP vehicles, which is part of the reason why you see detuned 2.0T A4s and even 2.0T A6s w/ 170 HP in certain markets. The Germans aren't the only ones doing it; Japanese carmakers do it as well and I'm sure many others.

Must be something magic about it... also to keep it away from the S5 and old RS4. Not sure why they just didn't leave it at 340 like the old S4. Again, probably insurance reasons, but I'd be interested to know why.

i say that it might be possible by drastically controlling boost, and dialing it down thru the rpm band, but that would certainly not be the case here. no reason to.

Only if you wanted to have about 125hp throughout your RPM range and a go-kart's worth of torque at 7000 RPM.
