When I was in europe summer 2009, 130 was the highest speed limit I saw in France or Germany. I recall france having a lower rain limit, but couldn't tell you what it was.

For as long as I can remember it always has been 130, 110. Can be lower on non-highway but never higher.

The highest speed limit I saw on the autobahn was 130kph, except for the no-limit signs. When the no-limit signs would be in force, I usually topped out at 150kph, due to the excessive amount of traffic. I was there in 2002, when a lot of construction was going on.

In the states, the 200MPH Analog Speedo is basically useless, at any legal speed. I use the digital speedo, because of this.
