I have a 2019 S4. Is it worth subscribing to the internet hot spot generated by the car if I can simply use the hot spot from my iphone?

if you have kids, and older devices without data, it works nicely to link to the in car network. Tethering to your phone tends to be painfully slow once you have multiple devices. I used it for the encrypted nature of the network, but since I barely drive the car (also a 19 S4), once my term is up I won't renew on that car. I think I still have it on my coupe as well, but I don't personally ever drive that. Didn't get it on my RS3 at all.

I would only use it to get online with my laptop while parked, so it may not be worth the fee, but I don't even know what the monthly (?) fee is.

Not worth it. It is essentially paying a high premium data plan for your car.
For the laptop or WiFi only devices, tether it from your cell's hotspot. or get a LTE USB dongle.

You can bring your mobile hotspot anywhere you go, but not your car.

I swapped the SIM for a data sim form my phone provider and I use the wifi hotspot to entertain my kids' tablets on long drives.
