Explaination, in addition to Steve's comments:
In wet/slippery conditions it's very difficult to modulate the brakes because the tire cannot provide enough traction to break free from the brakes in the event the wheel locks. In terms of a non-abs car you have to back completely off the brakes to get any inertia built back in the wheel.

ABS system does not allow one to stop faster, it's main purpose is to ...
allow the driver to maintain directional control of the car by not letting the wheels to lock up. Under snowy/icy conditions, one is suppose to modulate the brakes gently to bring the vehicle to a stop. ABS still helps in doing just that, but not under extrem hard braking which I assume is what you mean by "threshold".
