Yes they can be...but MOST people can't do the work or would not even attempt it.
Plus, putting used turbos into an S4 makes me cringe - all the work that you'd have to do just to replace them again seems like way too much to not do it right the first time. I can understand new K03s (cheap as well) or POSSIBLY lightly used K04s but not used K03s (unless it's 1000 miles)...

Congratulations on the newborn.... on a tight budget I'd stay away from the S4
don't get me wrong, I love mine, however I'd be reluctant to depend on it if it was my daily driver on a tight budget.
Search the forums here and get a better feeling for the attention these cars require before taking the plunge.
