only new clusters come at "0" miles, and can then be set to the correct mileage. if you buy a used one, you wouldnt be able to change the mileage.

Just get a used one if you can not get it repaired under warranty. You can check salvage yards too.
If you find it and need the mileage set to what your old cluster was reading, email me, I know someone that can do that for you for a fee.

Mine has salvage title and only 25K miles, but I have not found a decent warranty provider who will cover it.
