Trim the base of the bulb holder...
Most of those bulbs (the glass portion) hit the plastic clip that holds the bulb in place. The Japanese bulbs appear to be shorter in height than the ones that came with the car. With a dremel tool, I shaved it down a bit, and now all of the 3157 bulbs fit. I'll take a pic the next time I remove my headlights. =)
