ABS pulsing ... not module?

Hey guys, my car used to engage ABS when slowing down. Then my ABS and brake lights lit up. I figured it was the module, so I sent it in for a rebuild. I got it back and I am still having the pulsing issue. What else to check?

Maybe I'm way out of line here, but isn't ABS supposed to pulse when it's working. Isn't that the point of ABS? I just got my module back and installed and the braking feels much more solid (without ABS it felt like the pedal would go to the floor).

A slow stop isn't an ABS situation.
I'm not sure what he means when he says "pulsing" though. If it's a groaning sound coming from the engine bay and a vibration in the pedal, it's the ABS pump cycling.
