I have been completely plate-less (NO front OR rear plates) for 2.5 yrs on my A4. Plan to do the same on my S4 here in Los Angeles.

To get them dismissed, you have days to show the problem is resolved AND pay a fine.
If you don't fix the problem, you won't be able to renew your registration and the ticket becomes a red flag on your driving record...

Fill out a lost/stolen/replacement plate application at the DMV, pull out the carbon copy (msot states) or make a photo copy and throw the application away.Keep the copy with you and when you get pulled over show the cop your form and tell him you're waiting for the plates from the secretary of state. The cop has no idea if your app is in process and if you tell him it's stolen, he'll have more sympathy for you.
