Default Not really. VAST charges $395 AFTER the $200 core refund...you can easily get $100 for stock DPs..
So that makes the ones he's selling about $350. Not great, but still slightly better than getting them from VAST.

Default Probably a pretty decent amount. Probably easy enough to find a local buyer, though...
Or sell them to piggie if you get work done there =)
