Any reason that the n75 duty cycle would be ~25% when requested boost is 100%?

other than bad n75? at 100% throttle the n75 duty cycle his 100% then suddenly drops and remains at 25% regardless of where the throttle is as long as there is enough throttle to get about 5 PSI of boost. Holds 5 PSI to red line despite requested boost being much higher.
Im guessing this is a clear example of a bad N75, but I'd appreciate other opinions.
Also, pressure tested fine.

Overboost can be caused by bad n75, or leak in the lines to the n75 or lines to the wastegate actuator from the n75. A typicall failure point is the plastic 'T's. I'd check those lines before replacing the N75.
