anyone ever encounter bouncy coilovers if they are set too low, perhaps on the bump stops???

If you don't know, just tell me what they are (manufacturer and model and size specs) and I can look it up.
So far it doesn't sound like the perches are slammed, but let me know these tire/wheel numbers first.
Also... 50% may not be "true" 50%. Try backing off halfway from where you set the rebound.

Im thinking about adjusting it to full stiffness in the rear, and about 90% in the front and give that a try. the spring rates are way too soft. I hope that solves the problem, if not I'm going to have to swap springs.

Your perch heights aren't too low either. But you did say "probably". Does that mean you guessed and didn't measure the ground to top of wheel well? 25" is maybe 1" below stock height.
