Sounds like it to me. You are certainly not the first to have this happen with GIAC
they have had so many no starts, it's annoying.
Call GIAC or the vendor. That's the only way I can imagine it will get fixed.

happened to me with my ABT chip...
This is what I did and it finally started. Put the ignition to the on postion for a minute and then try starting it. It happened three times over 2 months and each time there were no error codes on the VAG COM.

it was a chip....that was flashed by a well known dealer....and sent back to me.....and my stock "chip" works great in the ecu....so sound like a bad chip to me....
