Not sure. It would probably be the IPAQ serial cable modified.

I am working on it, on the side. Main issue is setting "odd" baud rates on serial port, needs

5 (yes FIVE) BAUD, and 10,400 BAUD. Driver development on Windows CE is not well supported.

Jim do you have a copy of the DDK?

I'm not sure what particular problems you're running into. I haven't really played with the IPAQ yet. But if you need have some call gate tricks to get ring 3 code to access hardware, might be easier then DD developement. Let me know if I can be of help..
