AWE Stg 3 boost: spikes to 25 psi, then drops and holds 17-18 to redline. Normal?

AWE Stg 3 boost: spikes to 25 psi, then drops and holds 17-18 to redline. Normal?
That's going WOT at 4000 rpm in 4th. On a FATS pull in 3rd, spikes to ~23.
Recent Stg 3 install, new N75 and 710N's. No detectable leaks.
