Cam chain location. (Major BWW)

I'm reinstalling my cams and have couple questions.
For the easy side(pass side).
When the tensioner is up the timing marks line up quite right but when the tensioner is down the marks are off. I guess this is how the variable valve timing works and i think the timing is right just wanna double check.

Now the real problem. I don't know where the 16th roller is suppose to go on the intake cam for the driver side, the mark doesn't is right in the middle of 2 rollers so am i suppose to go on what side?
I understand that exhaust side is suppose to go right behind/left of the mark. but how about the intake side? On the pass side intake the mark is right below the roller spot. check the pics.

have you tried rotating the engine by hand yet?? take the plugs out when you do, less resistance.

i have one cam in(pass side) the other not(driver side).
Both heads are in the car already and torqued. so i can't rotated the engine till getting the cam timing done.

then i realized u said u only have one cam in, so i'm assuming these pics were taken some other time?

The circles are pins in the chain. Notice the intake cams have different alignments on the notches for each side.

it shouldnt matter what links it is on the chain, just the amount of links between them should be the same right? Which is 14 links between each one?
