can the headlights be adjusted without a vag? they hit too low..

or maybe trying to cheat the 2 loaded/unloaded car headlight adjustments (the ones by the ctrl arms, 1 front and 1 rear) ..i don't know the exact description/name for them.
any thoughts ? (i have no vag)

vag will only help them keep level(make sure it works with teh sensor in teh rear suspension essentially) once they've been adjusted to your liking IIRC.

As mentioned below, the two adjustment screws on the headlight housing will align the headlights vertically, and horizontally. All the leveling mechanism does is allow the beam pattern to remain consistent with changes in suspension height. So, for example, if you align your headlights to be 24" off the ground at 25 feet, and you throw 300 lbs of sand in your trunk, the leveling mechanism will compensate, so your headlights are still 24" off the ground at 25 feet. I believe using a vag on our cars only allows you to "zero" the leveling mechanisms at normal ride height...it's not intended to align your headlights.

When using vagcom in basic setting, block 01 puts the leveler system in a mode that allows adjustment, then 02 saves the adjusted setting as the level point. hope this helps
