I know the truck drivers are aware when their tires blow out (huge "bang"), and it angers me
that none of them ever pull over and attempt to retrieve pieces of the tire from the road.

I think the biggest issue is this re-tread technology. The drivers need to be liable ---->
If I threw a 30lb chunk of rubber out the window, and it caused someone else damage...I'd be liable.
I think that the retread technology used needs to be adjusted to prevent this type of failure.
