does anybody know how long it takes this toyguy to respond to an e-mail for a short shifter?

He has my money, my paypal account info, my shipping address and my email address.
If a shifter is ready, tell him to send it today.
If a shifter is NOT ready, refund my $ to my paypal account. If he does not have access to a computer, have him go to a friends house & borrow one for 5 minutes and refund my $.
This should be really simple.
