Does anyone sandpaper the rotors when swapping pads?

Directions on the box of new Hawk HPS pads: "If disc does not need resurfacing then contamination from the previous brake pads must be removed. Sand disc with 130 grit sandpaper using moderated pressure..."
I figured the bedding process would take care of the old pad material...

That said, if you can't help yourself, use garnet paper, not regular sand paper. The aluminum oxide in regular sandpaper will cause issues IIRC.
