yes. at least when i bought one. 10% off. current hardware/software. full warranty.
inventory may vary. they said i'd have to wait a few weeks, but got it a couple days later . . . i didn't complain.

I wouldn't recommend this...
Valentine makes it easy to determine how old the unit is, and just how out of date it is. Any relatively new units sell at a premium in eBay, and anything needing an update still sells at a high price when you consider the cost to upgrade the unit could land you in the ballpark of a new unit.
Buying a refurb means you get a unit with a full warranty. Furthermore, even though they have a 1 year warranty, it's for all purposes an unwritten lifetime warranty to the original owner. I've sent my last V1 back after 4-5 years and they fixed it at no charge. I'm not sure they would do this for a unit you purchased from eBay.
BTW, I eventually sold my 5 year old unit on eBay, and purchased an up-to-date refurb from V1 because it was a LOT cheaper than upgrading the old unit.
A note on their policy with refurbs: I've heard countless stories where they indicated they didn't have any in stock, and you'd have to be wait listed until they had inventory. In every case, a unit arrived in 7-10 days (including shipping). My guess is they will pull returns and other refurbs out of inventory if they have it, but if they don't, they won't make the customer wait, and they'll just pull new inventory and charge the customer the refurb price.
I can't say I've ever dealt with a company quite like Valentine. It's probably well worth it to buy directly from them, rather than paying a premium for a used unit elsewhere.
