Engine Noise

...have it towed to a shop to have it looked at.
The belt is loose and is flopping around and causing that noise. It's probably loose because it's either the wrong sized belt or the hydraulic damper that puts tension on the belt isn't fully extended. It's possible that the tech didn't preload the damper since you said it's been making that sound ever since you got it back.
The other possibility is that the tech did correctly install a new damper but it has failed. If this is the case please post details because I only had 2500 miles on my faulty damper and maybe something's going on...

The car idled perfectly with no noise when the job was completed and I fired the car up and took it for a test drive. The noise started a while after the job was done. The tensioner failing makes more sense to me than anything else.
