dealer diagnoses failed thermostat @ $700 parts and labor. I'm thinking it's more likely a heater core issue (core needs to be bled maybe).
Is the dealer trying to rip her off b/c she's a girl? OR, maybe they're just going by the dealership book (just start replacing things until it works again).
She's in Wisconsin and she's freezing her little a$$ off.

Sounds more like a stuck stat to me, of course the bleed is cheaper and easier.

The symptom was freezing cold air from the vents, even with the heat set on HI. I asked the shop to do a heater core flush which showed red particulates. This lead to a replacement of the heater core (not cheap). The outcome was a heating system that performed like it did off the showroom floor. Not bad for a car with 190K miles.
As a side note, prior to replacing the heater core, the tech at my shop fabbed an aux water pump for the system (not standard on a 2.8 A4) and found that it improved the heat flow. So, you may also want to verify that your aux H2O pump is OK.
